ABLES Barbados: Technology Access in Action

Deployment Overview
One Matter’s ABLES program is taking an early practical step toward expanding technology access in Barbados.
Through support from InspiredU, a laptop was identified and made available for a recipient who could benefit from greater access to digital tools. One Matter is coordinating the device presentation and initial enablement support in Barbados.
This deployment is intentionally modest in scale. Its purpose is not only to provide one laptop, but also to begin testing a responsible model for identifying needs, sourcing appropriate technology, supporting recipients, and learning what is required beyond the device itself.
What the Deployment Includes
The Barbados deployment is expected to include:
- Presentation of a functional laptop sourced through InspiredU.
- Confirmation that the device is appropriate for the recipient’s needs.
- Initial setup and basic functionality review.
- Guidance on essential computer use, where needed.
- Discussion of internet access, software, and ongoing support requirements.
- Identification of potential digital-learning opportunities.
- Follow-up to understand how the device is being used and what additional assistance may be helpful.
The exact level of support will be shaped by the recipient’s experience, goals, and identified needs.
More Than a Device Donation
Technology access does not end when a laptop is handed over.
A device becomes meaningful when the recipient can use it to communicate, learn, access services, complete important tasks, and participate more confidently in the digital world.
Depending on the recipient’s needs, technology enablement may also involve:
- Internet connectivity.
- Email and online communication.
- Basic computer navigation.
- Access to information and digital services.
- Productivity applications.
- Online safety and cybersecurity awareness.
- Virtual technology classes.
- Continued technical guidance.
ABLES is being developed to connect device access with these broader forms of educational and practical support.
A Partnership-Based Deployment
This activity reflects the collaborative model behind One Matter.
InspiredU sourced the laptop and helped make the device available.
One Matter is coordinating the Barbados deployment, presenting the device, connecting it with an identified need, and helping determine what additional support may be appropriate.
As ABLES grows, similar deployments may involve:
- Local community organizations.
- Schools and educators.
- Diaspora donors and volunteers.
- Technology companies.
- Digital-skills instructors.
- Transportation and logistics partners.
- Individuals contributing usable devices or financial support.
Each partner may provide a different part of the solution.
What We Hope to Learn
This deployment will help One Matter better understand:
- How potential recipients should be identified and assessed.
- What standards donated devices should meet.
- What setup should occur before presentation.
- What information and consent should be documented.
- Which digital skills recipients may need.
- How follow-up support can be provided remotely.
- What outcomes should be tracked.
- How the model can expand responsibly.
The lessons from Barbados will help inform future ABLES activity in Antigua and other Caribbean communities.
Privacy and Dignity
One Matter is committed to presenting technology support respectfully.
The recipient’s name, image, personal circumstances, and location will not be publicly disclosed without clear permission. Public reporting will focus on the purpose of the initiative, the resources provided, and the lessons learned rather than personal details that are not necessary to share.
Why This Deployment Matters
One laptop will not solve the broader digital-access challenge.
It can, however, open an important door for one person while helping One Matter build a stronger model for future support.
This deployment represents:
- One identified need.
- One available resource.
- One responsible partnership.
- One opportunity to learn.
- One step toward broader impact.
ABLES is designed to grow through practical actions like this—beginning at a manageable scale, documenting what works, and expanding only when the organization can provide meaningful and responsible support.
“Our goal is not simply to distribute devices. It is to connect people with technology, guidance, and opportunities that can help them participate more fully in the digital world.”
