A First Step Toward Digital Access in Barbados

A First Step Toward Digital Access in Barbados

Access to technology can shape how someone communicates, learns, completes essential tasks, and participates in an increasingly digital world. Yet reliable devices remain out of reach for many people.

Through ABLES, One Matter is working to connect practical resources and learning opportunities with individuals and communities that can benefit from them.

Our early pilot effort in Barbados began with one laptop.

From an Available Device to a Meaningful Opportunity

The laptop was sourced through InspiredU, an Atlanta-based organization supporting technology access and digital learning. One Matter coordinated the opportunity and presented the device directly to a recipient in Barbados.

Although this pilot involved a single device, its purpose extends beyond the number of laptops distributed. It represents the beginning of a model designed to connect available technology with verified community needs.

Reliable access to a laptop can support:

  • Communication with family, service providers, and community resources.
  • Access to information and important online services.
  • Participation in digital learning and skills development.
  • Completion of personal, educational, and professional tasks.
  • Greater confidence using everyday technology.

This pilot allowed One Matter to begin testing a simple but important process: identify a genuine need, source an appropriate device through a trusted partner, place it responsibly, and determine what additional support may help the recipient use it effectively.

Technology Access Is the First Step

ABLES is built around two connected pillars: technology access and educational support.

Providing a device is important, but meaningful technology enablement may also involve internet access, software, digital-skills training, technical guidance, and continued support.

As ABLES develops, One Matter plans to connect participants with practical learning opportunities, including virtual technology classes and future sessions facilitated by volunteers and subject-matter experts.

Potential topics may include:

  • Basic computer and internet skills.
  • Online safety and cybersecurity awareness.
  • Productivity and communication tools.
  • Artificial intelligence and emerging technologies.
  • Other subjects shaped by participant and community needs.

The goal is not simply to distribute equipment. It is to help people use technology confidently and meaningfully.

A Partnership-Based Approach

This pilot also reflects the collaborative model One Matter is building.

InspiredU made the laptop available. One Matter connected that resource with a recipient in Barbados and facilitated its presentation.

As the program grows, local organizations, diaspora supporters, donors, volunteers, educators, and technology partners can each contribute part of the solution.

Support may include:

  • Donating functional laptops or tablets.
  • Preparing devices for responsible reuse.
  • Supporting software, connectivity, or transportation costs.
  • Identifying recipients through trusted local relationships.
  • Providing virtual training or technical assistance.
  • Contributing educational supplies and learning resources.

By coordinating these contributions around verified needs, One Matter can help turn individual resources into structured community support.

What This Pilot Is Teaching Us

This first device placement reinforces several principles that will guide future ABLES activity.

Begin With a Verified Need

Technology should be placed because it addresses an identified need—not simply because a device is available.

Match the Resource to the Recipient

Each device should be functional, appropriate, and capable of supporting how the recipient intends to use it.

Plan Beyond the Presentation

Providing a laptop should be the beginning of technology enablement, not the end of the relationship.

Work Through Trusted Connections

Local knowledge and responsible partnerships help ensure that support reaches the right people and is delivered respectfully.

Grow With Purpose

Each pilot gives One Matter an opportunity to improve how devices, educational resources, training, and ongoing support are coordinated.

One Device, a Larger Direction

This laptop represents a modest but meaningful first step toward a broader technology-access model.

The Barbados pilot will help inform how ABLES develops in Barbados, Antigua, and other Caribbean communities. Future impact will be measured not only by the number of devices delivered, but also by the people supported, learning opportunities created, and practical ways technology helps participants move forward.

Every growing program begins with a first action.

For this ABLES pilot in Barbados, that action began with one laptop, one recipient, and a partnership committed to turning access into opportunity.

“This pilot reflects what One Matter was created to do: connect an available resource with a genuine community need and build the support required to turn access into opportunity.”
